1. NMR won't fuck your rooms like that. If it was an exsisting room, you would of known by now -
2. exits down there have the class ok switch - sense you can only do 1 class for an exit (or all but 1) you can spoof it like this. (create a new exit off that main quest hallway - on the exit, put class = 17 or what ever u new class it - make the exit into room 1427. (so on and so forth)
3. quests - ew, reckless is right - pack a lunch - but! some of the stuff has been discused in earlyer threads - go read.
(as for meditate - i'd find what room that delavan guy is in - get the command text - look at the block of text for when u type 'RETURN' [just a good place to start IMO])

NMR won't put in room #'s that are already used, but if you enter one's in that are it can screw it up. It's best to map out an area and then find the ending room # and work from there. I use excel to make an area, then assign room #'s and then go into NMR and make it.

I wouldn't do that..
When new mods come out, they'll expand on current map #'s as well as make new maps.
If you start where current maps leave off, you'll conflict with new mods.
Of course, this is considering whether or not they change the code again, and with the new combat setup and whatnot, I would imagine something is going to be different than it is now.

have you heard about the clusterfuck they call J? I don't know many people that will be upgrading to that worthless aberration....then again....we're playing the other aberrations now. [ponder]
Best thing to do is pick a # well above what the current one is. shrug. If you consider upgrading, keep in mind that you might lose stuff.

Your best bet - start EVERYTHING - items included - at number 10000...10001, 10002, etc, that way you're well out of the way of any future upgrades.
