v1.11p-beta13 'missing' files

anyone who is going from anything other than v1.11p-beta8 to v1.11p-beta13 should also install the two files that come with beta8 and not beta13. In beta8 there is "WCCITOW2.dat" and "WCCITOW2.VIR". These aren't included with beta13 but it probably relies on their new formatting in some way.
