Dunno of any Thai-specific translators... :(
Babelfish works by having linguists manually code it to handle specific languages... its not a very good approach since it takes a frightening amount of time to add a new language into its system.
Lots of dollars at universities are going towards "universal" translators that work using probability models... I'd bet you'll start to see some of these go public within the next two years.
But for the moment, seems that you may be outta luck, sorry

i'm getting systran premium 4, which is a $1,000 program, and is what babelfish is backed by. i'mma see if that offers it, it claims all "major asian languages"

Actually, you'd be surprised, but it isn't! There's two main downfalls of the babelfish approach: the selection of languages is limited (again, since every language and its grammar is entered manually) and the quality of translations isn't really any better than the cutting-edge probability-driven models.
Probabilistic models can spit out sentences with the correct meaning (by examining probabilities of each meaning, based on the context of the other words/sentences) and correct grammar (by analyzing the chances of different sentences actually being uttered in the langauge) to spit out a good translation with reasonable accuracy...
Babelfish doesn't do probabilities, which is why it sometimes spits out sentences with good meanings but horrible grammar, it doesn't check to see if what it's spitting out is actually worded in the way someone would say it in real life.
Probability = powerful stuff, the vast majority of spelling checkers and grammar checkers are based on *simple* probability models... more complex models can do even better linguistic stuff...
