How do i make my quest work

i got a quest trying to make it add hitpoints not sure whats wrong does mod 9versionm still allow that option??? if anyone has any idea maybe i am doing it wrong i have it so u give an item to drug lord.... i have it so it takes the item cant get it to give the ability?? if anyone ahs anysuggestions please tell me :) thanks:gleam:

the only times I have seen max hps go up is with an item with its constant ability, and when you level, otherwise your max hps is dependant on your health and level

addability 88? i think that's max hp. ive done it but im not sure if it still works in M.
