training new classes

ive made a new trainer for levels 25 to 200 in a new area i made and i cant train class 16 i was wondering if its because of that thing with the quests, if its sort of that deal or something else?

im trying to train a level 25 dragon and it says that this trainer is not suitable for training this character. and it works for the rest, also i get that problem of the class changin back above class 15 and race 12 or whatever so can someone get the dll for us people who cant get it....
