Since 2k and XP are worlds apart, yes it does make a difference. I thought in XP it was supposed to auto recover icons like it does in 2k.

Windows 2000 and Windows XP are not "worlds apart", they're pretty much identical except for a few widgets Microsoft tossed out to make it more compatible with the old DOS-based Windows '9x OS's, as well as ClearType and System Restore (and really, a handful of other small things). There is no feature to auto-recover icons in either Windows 2000 or Windows XP-- such a feature really isn't possible without a kludge involved. The issue is that Explorer (in explorer.exe) is responsible for the shell, including the notification area (commonly referred to as the system tray, or "tray" by itself). Explorer, as the shell, keeps track of what's in this notification area via calls to the Shell_NotifyIcon shell API function-- when Explorer is terminated or crashes, it loses this list of notification icons. With Windows '98 (or Internet Explorer 4 on Windows '95), Microsoft added functionality to alert applications that the taskbar was being re-created.
