Set Recast time for spells?

Set Recast time for spells?
Is there a way to make a new spell, ,and have it only be able to be cast say like once an hour? Kinda like how you have to wait 4 sdeconds or whatever in between casting as it is now, but extend that 4 seconds for certain spells?

what kind of spell (user attack spell, monster attack spell, room spell, duration spell)?
