i don't think it's an issue of require as much as it is support... most programs will only support 32 bit. i'm pretty sure that windows server 2003 runs on 64-bit processors... and they do have a 64-bit version of windows xp

You have that plus the fact that it can run the 32 bit programs as well, usually on a 64bit OS the programs needed to be 64bit as well, but now AMD is breaking more heavily into the server market with the opterons, allowing the processor and OS to use 64 AND 32 bit programs. It was a very good move, and a very good way to break into the server market. (previously AMD's only break was the MPs, which although provided multi-processor support, still didn't have the 64 bit support required for most server OSes)
Tho I did hear of a big server company working with AMD on this... if I ever come across this, I'll post more info. Ahh yes, IBM, so they have support already for complete rack server systems.
Note: this processor was designed for servers and heavy processing (graphic rendering and animation), not the at-home gamer who wants a beefy system.
Oh, and they do have all 3 versions of Win2k3 for 64-bit processors, as well as XP, and 2k, and more than likely some other NT based OSes. Also, Linux, Unix, and Sparc have run on 64 bit processors for awhile now.

whether it's meant for the home users or not, it will go there, because there will be great processing power with it :D

yeah, but bitching about the price for something meant for servers is pretty dumb. It'd be like ray bitching about the price of lamborghinis, it's meant for a higher level clientelle who have much more money to use for what they want.

dude the processor is going to get WAY more attention in the workstation market than it is in the server environment

actually, IBM is already selling rack servers with the processors, and AMD is presently big in PCs, not the server market. so initially, it will cause a bigger splash in the home user market, but that still doesn't mean that the price isn't still targeted somewhere else. Most ppl make the mistake of thinking that everything that has been will stay that way, AMD is targeting the server market with this, PC users just need to wake up and realize that is the reason for the higher price, of course the tech involved might have something to do with it.
