You can only go through the bone portal and get to Lich if you're doing quest I thought? Or maybe it's a 1 time deal?
Though, I really honestly think it's only while doing quests..because I quested a friend of mine neutral, went with him all the way to the Dark Mage and after killing it, I went through the portal and ended up in Blackwood Forest..
This was the first time I had went through the portal, or even been to the Dark Mage on that BBS. I quested myself evil after that, and it put me with Lich.

You may be flagged if you kill the lich, but (and I don't know why I didn't think of this earlier) if you are... just do the old "have someone die dragging him out of the warp point and come back then spell up" trick... and ten spell so he can't flag you. Then the only way you could be flagged is to claim your quester or if Metro was stupid enough to put a flag in the bone portal block itself.. Which would be... MONUMENTALLY stupid. It's highly unlikely there's no way to abuse his quarter billion exp ass.

at one point you would be able to play in the arena and die and then wait for your other person to die and you would be able to do it that way but that has since changed like 2 yrs ago or so and all but deca has the right idea as well.... that works just as good i know i have used it but instead of purposefully dieing i go in and i had lag and died and then went and got my money then gear
