Release Notes Wierd Problem

I was updating 1.11 i to the Patch and I copied the release notes over so they would be current. When I looked at them with sysop account all was fine, but when I tried with a normal user account it was tring to download them. It states;





Choose any of the file transfer protocols to download this file now...



You can add "!" on the end of the protocol letter to automatically log you

off when the download is complete.



To start downloading the ASCII file WCCMMUD.NOT, type:





*** Sorry, no protocols are available to you! ***





Choose a download option (or 'X' to exit): "





Anybody have a clue what would cause this ?

make sure you have file libs enabled and or check the keys required in security and accounting...

There is a security and accounting setting for release notes? I would have never thought of that. I will look at it.
