With eMule, yes. It will "capture" clicked ED2K links if you have it setup to (which is the default) and it's running. (Actually if you have it installed, it might capture then even if it's not running, I can't recall for sure either way.)

But with eMule can you disable sharing files, and does it have like a "limit" on how fast you download ect ect?

I need to pay attention to threads I participate in more often. Yes it has limits, but that's why I noted that it comes with source code-- you could go in and remove that stuff if you wanted. This doesn't stop remote connections from banning you (or placing you at the bottom of their queue) if you abuse the system, but hey, that's the joy of P2P. It's harder (if not impossible) to cheat you way through download queues. :P
You can disable sharing files generally, but AFAIK it forces you to share a) the files you're downloading as soon as there's enough downloaded to be sharable with others and b) files that are downloaded into your downloads folder (wherever you set that up is implicitly shared). Again with the source code you could conceivably change these things, but I think you'll be better off playing by the rules. :P
