Lunars forums finally back up

Well this post is mainly targeted towards users on lunar dynamics. Seeing as how we've hit our 65 user max logins at once on the BBS issue i decided to put the forums back up so people can stay in contact.

Its great, the newest IVBoard is IDENTICAL in the admin menu to VBulletin except its free.
