is control one of the programs which will monitor your users ip's?

Yes and you can get it on my ftp.

Yes, you can set it up so that when a new user logs on and starts an account, it will put the ip in a defined field (i.e. company) and yes you can ban ips with control. (hint, ban metro's bitch ass)
