worldgroup server in console, TCP/IP error

Ok, I put my WG server in console mode so I have more options, I don't know how many others do that. Whenever I do this, I get a weird problem. I've gotten this problem everytime on every computer I've put WG in console mode.

If there is nobody connected and someone is trying to connect, it will time out if no interaction is done. The server will be up, and telnetting to it will result in "A connection could not be made" on the client end and "TCP/IP Error" on the server end. If, during the time the client is trying to connect, I press any key on the console, the connection will come through.

Does anybody know why this is or if there is any way to fix it? Does this happen to anybody else as well?

I've seen that im both the console mode and in the WIN32 console. For me it was random but people were eventually able to connect. Are you running ICF w/ telnet enabled? Are there any other services utilizing port 23? And what are your specs, like WG ver, PC stats and what not?

ICF?

i've got:

AMD Athlon XP 2400+

640 MB ram

120GB 7200rpm 8mb cache hdd

behind a switch with 6 other PC's

The exact message on the console is

"TCP/IP ERROR

SEND error 10054 (port 23) Connection reset by peer"

this is the only thing listening on port 23 on this computer

no, no software firewall running

have telnet traffic correctly forwarded. everything works fine after a connection goes through
