Monster Regen Broke!

I've been running a mud (v1.11i) for almost a year now. We've done no edits whatsoever, but we've had serious problems because of power outages.
I don't physically have the box at my location, and the person running it hasn't been making routine backups. I think it's running on WG 3.3, else its 3.2.
So the problem now is monster regen is broke. Everything spawns fine after cleanup, then after an hour or so, no more monsters regen. Sometimes all it takes is killing the monsters in a room once, and they never regen again.
Recently, the wccmp something dat file was hosed, so I replaced it with a copy I had from a couple months ago, and that's when the monster regen broke. Also, the bridge trap heading to the LC has been broke since the first time someone went across it. Nice feature, but I don't know if that has anything to do with my current problems.
So what I'm asking is, how can I fix the regen for the monsters? Can I use NMR to do this perhaps? Any ideas, thoughts, whatever, let me know!
