How to Give lvl 4 and bellow pvp rights?

I am doing an event for my board. I am trying to get it so everyone can fight and PvP. But as we all know there is a safehaven in newhaven till lvl 4 where they get a Newbe help so they can not be attacked.
Is there any way to get rid of this lvl 1-4 protection for PvP?
