cant get WG to load on a fresh install

well i had this whole post typed out and by the time i got done it (typing the results of things as i try them) wg now works. but this is what was happening, and still happening to an extent.
sometimes when i would exit the disable modules utility the setup wizard loads up --the one where it asks you for the system name, sysop information, public/private, ip address, etc. this would also happen when loading/closing the menu editor (wgsrunmt).
the major problem was wg wouldn't load. i would have to end task wgsinit from the end task window. i've seen this before, but never on a fresh install. now wg loads everytime (so far), but i still cant get the menu editor to load consistently. it seems after everytime i load wg successfully, the menu editor wont work until i end task the wgsinit once, then after that it loads.
i've tried uninstalling and then deleting the folder and registry keys and then reinstalling. i've even had someone send me their wg 3.3 to make sure it wasn't my install.
