it's not ff3 as in ff3/6 but it might be the ff3 for nes, never played that one

it's the PSX version of Final Fantasy 1 lovingly entitled Final Fantasy Origins. Release date was earlier this month, but I have had it for a few, I am pling the second one first tho, and the FMVs are cool :)
Garland if I remember right is the first and last boss as well.
Final Fantasy 3 is still just a NES game (maybe wonderswan, I dunno) But now all the final fantasies cept 3 have made it to PSX and PS2.

Yep, that's Garland all right.
Looks a lot like the ff1 remake for the Wonderswan looked, except even prettier.

Origins, yup. Its a hella lot of fun so far. I used to own the NES one and it took me like a month to beat the game. Now i gots a nice ISO of it and am going to be addicted to it again. :D And to answer the question about Garland being the first and last boss, garland in the end turns out to be Chaos, the last boss.
