i came accross this a long time ago when i was looking up this problem and thought it was funny but didn't think anything more of it. then i was just warning warhawk of it so he'd expect it (we were talking about this subject) so i looked it up again. this really shows how little thought microsoft puts into some things. as warhawk and i both thought, why not just some way to specify the order services load? ... linux does it ;)

read the workaround at the bottom:

http://support.microsoft.com/default.aspx?scid=kb;en-us;259373

(their fix is to change the icon to something that doesn't look so bad)
