Local Login and Globals!?@

I've encountered two problems ..
I'm working on a Win95 system, dial-up internet access. How do I go about logging in locally to WG? I know you can change to the old WG console style, hit F7, and bam, but is there a way to use a telnet program to log-in locally to WG?
If you are not connected to the internet, then when you try and load WG up, it won't load up because it can't detect an IP..

Also, where do I install globals? I can't seem to use the options '#' and ';' and '=', etc etc.. is there a place where I need to set these up/install?
