When you say wireless, do you mean wireless to a router or do you mean wireless like via a cell modem or 3g device?

I have an internal wireless card (I would assume). I don't know exactly how static ip's work...

Its a little hard to directly diagnose the issue without knowing more. It could be really simple so lets start there.

Log into your router Probably 192.168.1.1 or less likely 192.168.0.1.

Goto your wireless settings and make sure you're broadcasting your ssid. Find your sercurity key which is probably under some kind of wireless security heading.

Connecting to a wireless network depends on your OS version, but in Vista
1. Open Connect to a Network by clicking the Start button, and then clicking Connect to.
2. In the list of networks, click the network that you want to connect to, and then click Connect.
3. Enter the security key.
