I don't know where you people play..but as it has been thoroughly stated, I like to and for the most part only play where dupes are allowed. I've NEVER played on a BBS as innactive as the ones you two talk about, how people are never around or whatever..when you're allowed more chars, that's more incentive (well, for most people) to be at keys, because they feel like they can accomplish more alone. When someone with 3 chars comes to keys to kill some bosses he can take with just his chars, and starts to gossip finding a few other people doing the same, then you have quite a bit of player interraction..because now theres enough people at keys to kill the bigger bosses, and thats what they do.
If its 1 char limit, you might want to kill a big boss...but will it happen? Not as soon as you hope. You see, on 1 char bbs's you can't do shit alone..so if you come to keys and no one is around, you go afk because theres nothing for you to do. You have a lot less chance of catching others at keys to do things, and it becomes uneventful.
On Collision-X, it took us 3 weeks to get enough people at keys to go to the ancient ruin. Want to know why it took 3 weeks? Because by that time, we were high enough to take only 4 people there, and one was controlled with remotes.
