in short, the menus you edit in the WG Textblock editor are not stored in .ans files, like you said. They are all stored in one file and the cnf00000.ans is just a temp file it creates to edit it. use acid draw or whatever to make your graphics and then just open the file with notepad and copy and paste it into the textblock editor window (not into wgsdraw). after you paste it you can go into wgsdraw to set the home cursor position and final colors and stuff.
edit: oh yea, you can also hit ALT+L in wgsdraw to laod a file into the current editor
