I can see there being a rule defined for being too evil for PVP. This could be a simple way to programatically police PVP abuse.

Vitoc has the framework in place for a MUD engine that is written in C#. The MUD will use a database backend (probably SQL) opposed to the flat file style that MMUD uses. Like DC said - mega friendly.
